Job Description

Performs difficult skilled technical and administrative work planning, organizing, and directing all water and wastewater infrastructure and operations, ensuring compliance with regulatory agency requirements, and maintaining and preparing reports, records & files. Reviews operational performance and implements improvements; communicates with personnel to identify operational problems and develop solutions; assists with administering regulatory programs and compliance; assists water and wastewater system improvement projects; prepares requests for proposals; reviews plans, specifications, and technical documents; assists with administering contracts; assists with water resources planning, financing and program development; helps develop and monitor budgets for field operations, plant operations and lift stations; serves as a point of contact for departmental projects.; assists in the recruitment and selection of staff; motivates, coaches, trains, develops, and reviews the performance of employees; communicates with State officials about plant performance; responds to and resolves citizen inquiries; and participates and serves as a lead with EMS requirements.

Hours: Full-time, First shift hours.  Often required to work outside normal working hours in emergency situations.

To Compete in the Selection Process: Associates degree with coursework in biology, environmental science or related field and extensive experience in water treatment, distribution, sewer collections and/or wastewater treatment operations with progressive leadership responsibilities. Thorough knowledge of water and wastewater treatment, water distribution and sewer collections including local, state, and federal laws and regulations; budgeting and purchasing practices; effective management practices; ability to analyze information and make effective decisions; establish and maintain effective working relationships; prepare, present and interpret records and reports utilizing Excel, Word, PowerPoint with demonstrated leadership and communication skills. SPECIAL REQUIREMENTS: Possession of Grade IV Collections System Operator certification and/or Class A Distribution Operator certification is preferred. Possession of Grade IV Biological Wastewater Operator certification and/or a Class A Surface Water Treatment certification is required.  Valid NC driver’s license.
